Village Hall: Wood stain for interior door and window frames was on order and arrangements were to be made for the work to be completed. A project to increase the storage space at the hall was discussed and agreed. A quotation had been received to replace the oil tank for the hall. It was agreed to wait until summer to carry out this work and at the same time to enclose the tank to make it vandal proof. In the meantime work was required to prevent children damaging pipe work on the existing tank. Rainwater had been reported leaking into the hall and this was to be investigated. It was also agreed that a price should be obtained for renewal of the guttering. Shelving for the disabled toilet was discussed and further information on the regulations would be obtained for the next meeting.
Sports Field: Tender arrangements were discussed for the grass cutting contract for the forthcoming season. The moles were still causing a problem on the field but a drier spell of weather was necessary before the pest controller could carry out the required work to eliminate them.
Village Issues: Chippings were to be spread at the Old Mill when the weather improved to complete the Community Pride Project. Maintenance of the path from the Old Mill to the Ford was discussed as the path was getting narrower as the grass each side encroached. Pembrokeshire County Council (PCC) was to be contacted as there had been suggestions in the past that the village grass cutting was to be handed over to the Community Council. A meeting was to be arranged with PCC Traffic Management Dept to discuss traffic speed through St. Florence and ways of improving road safety. PCC’s information regarding the Parklands development had been passed on to residents. As there is no Section 38 Agreement in existence between PCC and the developer of this site the roads will not be adopted until this takes place and the roads, lighting and drainage are brought up to a satisfactory standard.. A quotation was accepted for the cutting back of hedges alongside the path between Parklands and the main road. Old cuttings would also be removed from this area at the same time. A request was made for a handrail to be installed at the bottom of this path for the benefit of older residents. This would be looked into. There were now two reflective marker posts missing from the pavement near the Parsonage Farm Inn. PCC was to be asked to consider more permanent options in order to avoid costly replacements in the future. Graffiti on a road sign had been noticed and would be reported to PCC Repairs had been made to the bed of the Ford but clarification was required as to whether the work carried out was of a temporary nature as one of the original stones had been replaced with tarmac.
Drainage: Welsh Water had been carrying out work on the High Street to prevent storm water pipes from joining the sewerage system. A letter was awaited confirming further work to be done.
Finance: The Annual Return for 2002/03 and Notice of Conclusion of Audit from the external auditors were presented to and approved by the Community Council. A proposal to inform residents of the Community Council’s expenditure for 2003/04 was discussed and it was agreed that a summary would be drawn up after the year end for approval.
Planning: 1. Proposed detached dwellings - Land off The New Inn, St. Florence Councillors voted unanimously against this application. PCC were to be advised that some of the land included in the plans was not owned by the applicants and also that the sewerage from the 2 planned dwellings would go into the already overburdened pumped sewerage system. 2. Proposed change of use from public house to dwelling - The New Inn, St. Florence Councillors voted unanimously against this application as it was felt that The New Inn was an important aspect of the history and character of the village and part of it’s attraction as a holiday destination. It would be detrimental to the village both economically and socially if this amenity was lost.
Correspondence: A request had been received from PCC for comments on why the recent Informal Communication Meeting had been poorly attended. The view from councillors who had attended meetings in the past was that they were not particularly constructive and there appeared to be little chance of financial support for any suggestions put forward. These comments were to be forwarded to PCC.
